any chance would TW use the DOCSIS 3.0 spec later on the cable so it can be faster?

only if fios is closing in in your area ... otherwise you can pound sand as it were .. I know I have talked to them in my area and because Frontier has a presence here and Verizon can't bring me fios, they have no plans for docis 3.0 in the forseeable future... down the road where Verizon has a presence and is rolling out fios however, it is a different story
