I tried changing receive win to 60k, 100k and 150k; nothing changes.

Wired or wireless. If wireless is it using B / G / N ?

all wired.
Vista shows 379k on recv win. Tried 379 on XP just for fun.
Anothe XP machine shows 1.2Mbps

just tested the 2nd XP machine that had 1.2Mbps and it now showed 6Mbps. I think the windows update might have been downloading.
That leaves the original XP machine that still has 3Mbps tested many times. It has more stuff running. I wonder if something is using the bandwidth.

On the 2ND xp machine that tested at 6Mbps, RWIN is 37752.

The only other thing I can think of that might be causing the difference would be that the NIC is set to 10mbs instead of 100mbs or auto. Vista does a good job of setting the correct values so I would look at the XP systems for the problem.
