I rebooted my modem and system with no change.

Update:

I'll be on DSL speed real soon. :o

Did you try a different speed test server? Its weird that your ping is stable but your speeds are low. Usually for me when my speeds are low my ping is in the 1000s. I always use the on in Chicago, give that a try.

Yep, that WebSTAR cable modem had been discontinued. Now my new ARRIS Touchstone Cable Modem CM550A is working just fine.
