A real general noob question
If I setup a VPN between my home computer and my dedicated server, anything I upload/download to it, is comcast able to tell how much data I am using? I am trying to avoid the 250 restriction.

the answer is yes data sent from your modem is going to be the same if you use the vpn or not. Comcast checkes to see how much bandwidth the modem uses not the computer/router

Not quite. The data transmitted/received will not be the same, whether you are talking about the contents or volume, due to VPN overhead and/or encryption.
To the OP: using a VPN connection will result in more traffic, rather than less. If you want to exceed the ISP cap, get a second WAN connection.
