When I switched to Comcast, WOW let me know when I canceled that I could switch back in the next month or so without a reconnect fee. They were also willing to try and price match what CC had to offer.

I've had past good success without using the cancel card -- I did use the Its been a year and I'm looking around card.

Wow has been very reasonable in my experience.
