NormanS is dead on as usual. It's also worth mentioning that if the modem is also an EMTA it may have battery inside. Resetting those modems require locating the reset button or pulling the power and the battery.

after leaving the router off for a day, running cmd crap (which if you want a diff lan ip just make a static one it'll hold forwarding better) and talking to TW's wonderfully ignorant staff the moral is they refuse to change ip's b/c of the dhcp server they have being too much to train employees with and refusal to shorten the lease times combined with MAC clones obsolete on gateway routers (they don't offer it).... TWC will say
"so your job accidentally ip banned you and they want you to change your ip b/c they can't seem to get you off the blacklist hmmm you should unplug your modem for a week b/c we don't know how to individually release an ip lease unless we take down the entire city where you're at kkthxbye"

What you want to do is outside of the normal scope of tech support. What you want to do is easy to accomplish, if you think about "how things work". Assumes you have a router, or NIC, which allows user configuration of the MAC address on the Ethernet port connecting to the modem.
