Connection Issues

I am connected to the internet through WOW but when I try to launch some programs, such as skype, instant messenger or download an upgrade to windows it says I am not connected to the internet. Didn't have this problem until I signed up for WOW 2 months ago. Techs came out and said I have no problem with my computer yet they STILL couldn't get anything to download. Anyone else having this issue? Is it just me? Vista?

Have you done some speed tests?
Maybe download is good and upload is bad.
I had that for a few days recently with Comcast.
(I was getting 6000K+ down and 11K max up.)

That was fine for simple browsing ...
