Vonage Calling Plans - Am I Dense?

I probably am. I've had a long day, and I'm sitting here looking at Vonage's website and their calling plans.

For the life of me, I can't figure out why Vonage's World Plan is listed at $24.99/month and Vonage Classic Pro is listed at $34.99/month. Isn't the World Plan better? What am I missing?
