[Windsor] Cable Modem Signal Strengths
What is the optimal signal strength for cogeco internet. After talking a few people they believe my levels are little low...

Well...
That depends on a number of factors,
Long story short, your received signal is slightly (and I do mean slightly) low in a perfect world I'd prefer 0, but it's within operating spec, since your SNR is within spec and your BER is 0. Also your return is well within spec.
If your service is working fine, I wouldn't worry about it.

Yes depending on time of day I am going from decent downloads of 1.2-1.5 mb down to 800k or lower...
I called cogeco and they said they are seeing some problems on the line and are sending out a tech.

Your signal is slightly lower than it should be and is out of spec. You could have a a poor connection to your house or a wrong splitter configuration. If you have more than just internet in your home you should have a two way splitter that then branches to your televisions. Ideally your signal strength should be between -5db and +5db. anything too low is weak and anything higher is considered too hot.
You shouldn't really have any issues with this connection. Also, you may be receiving a slower download speed because of an older model computer. Try running the test with a new laptop if possible and see if the results change.
Which internet package are you subscribed to?

Internet Package is std. Definitely not a computer problem...
