I noted in the Windsor post about signal strengths that received signal strength should be -5 to +5dBmV. I checked mine and was surprised.
This is what my modem's reporting for Downstream:

Power Level -10 dBmV
I'm not having any particular problem with internet, but our Cogeco Phone service has gotten crappy lately - about 1 out of 5 calls (either incoming out outgoing), there's no outgoing voice from us. The other end is dead silent, and even on voiceprompt menus to 'push one for...' it doesn't register the tone of a button push. We can hear sound from the other end though, no problem, every time.
It's been occasional (like once a month) for years until about the past week where it's suddenly happening all the time, so we're going to have to call about this. But I thought a tech might have some suggestions.

Ok,
In your case it's an upstream issue you are describing, what are those levels?
Regarding your downstream, yes, your receive levels are low, however your SNR is still 34Db which is why you are not noticing any great impact.
-5 to +5 is optimal, but the DOCSIS spec lists -15 to +15 on the internet carrier, and no separate carrier greater than +30 as within spec

Now that I think about it, as of late my friends have been complaining when I host some Xbox multiplayer gaming. Usually I'm the go-to guy with the "fat pipes" and no lag. Maybe it's not connected, but my regular friends (yes, in real life as well) have said that recently they've been having issues.
The phone is a real pain though. Having Sears call to confirm we're home to make a delivery and not being able to have them hear us was a problem, we had to scramble to try and get ahold of someone to say that we really were there to accept delivery!

Well, the transmit level is good @ 43, but I'd need your MAC to pull up the SNR of the signal when it reaches the office
