Todays CRTC Decision
I believe today's CRTC decision will impact users of Cogeco's service
Some highlites
-UBB Date was delayed , new date unknown
-Much more discussion on how network management will be allowed (yes it looks like Cogeco will have some regulation in this area)
In order to implement network management you will have to show
- there is a genuine need
- the ITMP is narrowly tailored to the need(in other words not all the time)
- causes as little harm as possible
- other methods would not work(rather than assuming other methods won't work)
- off hour discounts as a possible soloution(my favourite)
At the end of the day it looks like a mixed bag with a little hope
At least I still have my cheap Internet for a while longer

Sweet, looks like Tek Savvy and other DSL providers are still a very viable option if the performance aspect is there.
You mean I might actually be able to seed torrents soon? No wai.

I dunno, maybe they are trying to wait for some of the heat to die down and that's why they didn't make a UBB announcement, but I think when the CRTC does make a decision, it is most likely going to favour Bell.
The only reason I think this is that if you look at their Network Management decision, throttling will not be allowed unless Upgrading Infrastructure or UBB will not resolve the congestion issues. Based on that part of the CRTC's decision, I can't see them turning around and saying that Bell can't charge the resellers for UBB.

UBB is still on, it's only the date, amount and how it's implemented that are in question
I'm guessing the decision may have bout as much as 6 months but no more
I'm also guessing that the UBB once finally implemented will be at least somewhat lower than what bell proposed
but that's a complete guess

My guess is that Bell won't be able to implement UBB until at least six months after they open up ADSL2+ connections to GAS clients. There was some discussion in the Bell forum how Bell wouldn't legally be able to do anything about UBB until they've finally adhere to the CRTC's order to open up the next-gen network.
This is probably why there's no set date. Bell is appealing all the rulings on opening up GAS to higher speeds, so until those make it through the wire and there's a final ruling, no UBB.

Absolutely. This ruling has nothing to do with direct customers, only third-party ISPs with general access.

So what affect if any does this have on existing Cogeco customers. Where is the CRTC protecting the millions of consumers now with Cogeco?

The only thing you can hope is Teksavvy keeps fighting
If they can get the UBB down and get better speed grades Cogeco may be forced to lower their UBB
At the end of the day competition is what this all really about
Or I should say the extreme lack of it

This is an interesting question
From my reading of the decision on imtp you would need to file a complaint with the CRTC that your legal use of the Internet is being interfered with by Cogeco
Cogeco would than have to show that your specific area is in fact congested and at what times and that it is only done at those times
Also Cogeco has to be completely open in what they're doing
I think the ruling gives users some options
But the onus is on the users to take action

The only thing that was delayed is Bell Canada's modification to General Tariff Item 5410, to implement Usage Based Billing on DSL Gateway Access Service.
This has nothing to do with services provided by Cogeco, or any other Internet service other than the ones that provide DSL using Bell Gateway Access Service.
