Signal Levels Drasticly Lower / Bridgeport CT

Yesterday morning things were fine then I turned on the TV after 2PM and was not getting all my channels.
I brought up the diagnostic page in the cable box and all channels were well below -9 most were -12 or lower.

My cable modem Downstream Power Level was always a perfect 0, now it's -11. S/N was always 38, now it's 35 and Upstream Power Level was always 48, now it's 54.

I had Cablevision come to the house today and he took readings before splitters and connections and he replaced a connection and a splitter.

I'm getting all my channels with no issues (as of now) and the cable modem had not lost it's connection but where are these signal levels coming from?
Right now channel 742 shows a -19 in RF Parameters yet the channel is coming in perfectly. If I disconnect the cable the reading goes down to -20 so I shouldn't be able to view the channel with this reading.

I'm thinking it has to be something on Cablevision's end if my TV and modem are working fine but reporting very low signal levels.
Any thoughts? Or has any every experienced this?
The only thing I found on this site is on that date Oct 28,09
Cablevision added Estrella SD (a Spanish channel).

Well Cablevision is coming out again because I'm not getting all my Channels again.

I think it has to do with the line from the telephone poll to the house because it's raining (it was raining Thursday also), and my signals are even lower. They improved only slightly Friday when it wasn't raining.
I hope it's as simple as a fitting from the line to my house.

Well for those who are interested, there was water in the line from the drop loop on the house to the first 3 way splitter.

Specks for the cable modem are back to what they were and the TV is back to being within (maybe better than) what signal levels they were reaching before.
