[HSI] UpLoad at 256

I had 5 down and 256 up (and hated the terrible upload). Using the charter speed test site »spt01bycymi.bycy.mi.charter.com/ confirmed 5/256

I got an email this week saying they had "doubled" the upload. OK, I figure I should get 512 now. I checked the web site and saw "express" was 5/1 and "plus" was 10/1.

I reset the modem but still stuck at 256 upload. My down appears to be 10 (it used to be 5).

Is there something else I should be doing to get more than 256 up?

10 meg tier should have 2 Mbps upload. 5 Meg has 1 Meg upload. You're probably seeing 10 because of the powerboost feature. Powerboost boosts your download speed for a few seconds. As far as you upload problem try rebooting your modem.

One tech said "we only work on download speed issues"
Another tech said "config is for 3 MBPS upload so nothing on our end" (which I do not believe they config you to 3 and somehow the system knows to put you on 1 MBPS)

Online support says I need a new modem; problem is I recently had 512 upload package and it worked fine (so not line or modem problem)

Can someone tell me what to tell them to fix?

I checked the SB5100 log after a hard reset:
