[Speed] Packet Shaping & Bandwidth Throttling...
I'm fed up with comcast's anti competitive packet shaping and bandwidth throttling in my area.
In the beginning (about 2 years ago) it wasn't so bad. The underwritten excessive use limit was there... many knew about it... but then... youtube and hulu quit or just because unbearably slow. Netflix will not stream 90% of the time, and any VoIP services will not work Ooma, Skype, and Vonage. I've even had problems with my Sprint Airave (the signal booster Sprint sells which creates a VoIP gateway; used when you have bad signal indoors)... sounds like your underwater - all of them.
Comcast has sent tech after tech, and they all say the signal is fine, and it tests ok....
This is crazy.. We don't have dsl where we live.. and this is our only choice, aside from satellite, which isn't a feasible option due to their Fair Access Policies and strictly enforced bandwidth throttling. No DOCSIS 3.0 either.. but it's not the speed bracket.. it's their network... this is forced

All of what you describe would be service issues, not Packet Shaping & Bandwidth Throttling. Unless you are maxing out your pipe for long periods of time and you're on a congested node, you won't experience the de-prioritization of your packets, ever. Even if you do it would be for brief periods, not all the time.
Try posting in the comcast direct forum to see if you can get your service issue fixed.

Try smokeping. I have been pinging various IP's to check times and loss.
My comcast modem IP typically has a couple percent packet loss from NY ping server.
But, I also pinged the comcast gateway my modem routes through and a comcast gateway node for my city.
Those nodes also show packet loss. And packet loss increases through the comcast network as the node gets closer to me.
As a comparison, I've been pinging an IP on an epix service provider. It has no loss of pings.
My conclusion...comcast's internal network is unreliable.

Make sure your smokeping endpoint is your home router; Comcast's network has better thanings to do than respond to ICMP requests (like pass traffic) and thus won't provide an accurate picture of network quality unless packet loss increases all the way up to and including your router.

Doesn't sound like a throttling problem as much as a congested network at a local level. I'm on Comcast here and the problems I've had with services (YouTube mostly) have been due to global network conditions, not throttling; I have 22/5 service and get full speeds as long as the server on the other end can provide it.
Check other Comcast users in your area to see whether they have similar issues. If they don't, it's some bit of infrastructure on your end (modem?). If they do then your node is overloaded and Comcast has to be the one to fix that.
As another poster said, post your signal levels. Or go direct to the Comcast Direct forum...

Definitely ping loss increases all the way to my router. And it is my IP and the gateway I connect to. And a gateway a couple levels above that. I've been tracking this for about a month, and it's not a fluke....It's comcrap.
Using epix node as a control may not be perfect, but it illustrates the point that it is not a problem at the smoke ping server.
My modem 12db down and 48db up on a Linksys BEFCMU10 with DOCSIS 1.1
I suggest for palemoonrise to do a smokeping (dslreports tool) an see if similar results at various IPs. A couple years ago I got comcast to fix a problem with latency during evening hours because the graphs showed when to look.

A level 4 comcast tech thought it was ok at 12db. The reason it is like this is because I couldn't get good upstream. He change the dedicated cable modem splitter outside the house to a standard TV splitter to boost the signal. This got the upstream out of the 52db area.

If he is reverse pinging his public (WAN) IP address it has to be his router or whatever is connected to the LAN side of his modem.

this nct4 is telling you its not.... -8 to +8.....
a cable loss simulator (cable sim) of about 15 would do you good.....almost impossible to find online though....

dslr's smoke ping automatically detects your external IP, which agrees with what my router and cable modem (192.167.100.1) reports.
When I log into my router, it tells me my gateway the modem goes through.
With a trace route (tracert), I can pick several points above that.
I think my methods are good....and comcast has problems. The question is if it intentional on comcast's part.
I'm just suggesting to palemoonrise that smoke ping might give additional info to figure out where the problem lies. And, if he can talk to some neighbors (or look at email's they sent to get their IP), he could smoke ping some neighbors for comparison. I get similar loss for my neighbors.

It's completely correct and normal behavior to respond slowly or not all all to pings if there is something better to do at that time.
You've identified several nodes that have better things to do then respond to your pings.
That may or may not be a problem.

If the nodes have something else better to do, I guess that means the nodes are getting close to capacity, therefore, same conclusion...COMCRAP. They need more capacity. Plus, my router (and neighbors) have loss when they have nothing to do.
Anyway, I'd like to turn this back to the original post so he gets help with his issues.

I believe that that addy is a private non internet routable one that is on the LAN side of your router. It's not possible for that addy to be seen on the WAN side of your router.

I don't mean the 192.168 address, that is just one way I verify my external IP. I am using 71.207.x.x and 68.86.x.x IPs for pinging. As I travel around, smoke ping seems to show the external address accurately.

All this talking, none of the information needed for troubleshooting is posted, no evidence of anything he blames comcast for (trace routes, smokepings, etc.), and the discussion still goes on? Wait for some actual evidence we can discuss first.

Well I have a cause, I suppose in my own way. I honestly, don't feel like dealing with the Comcast Direct HSI forum here. It seems to be comcast techs. I've dealt with them for weeks, and weeks. And enough is enough.
It seems some of you are just too quick to say, oh goodness, it can't be comcast.. they're perfect; while some admit they have an issue; and others imply it's not the Sandvine application doing this. Perhaps my area, my node, etc is being "sniped" if you will more than yours. Maybe the people on this node are heavy users cumulatively and we're being targeted.
At any rate, I'm not sure why I bothered with this here.. Moderators, do as you wish.
