HD On Demand with Basic Cable

Does anyone know whether or not it's possible to get an HD box in northeast wisconsin for TW Basic cable. I would like to get the on demand access. I would also like more HD channels and know the QAM gets the over the air channels but we get some extra channels (over and above the basic package) I know it's 7 bucks a month or so for box rental. Would it be possible to get the box with just a basic package?

I know how unnecessary it sounds but someone please let me know.

Thanks, I am a bit confused because we have Time Warner but the internet is called Road Runner so I'll direct myself over there.
