It's possible the circuit hasn't been turned up yet. It's also possible the circuit was turned up broke.
I've never worked in military housing, but I'm guessing they might have either an INI:

NID (Network Interface Device)?If you can locate one or the other, plug the 2701 into the test jack and see if the light turns green. If not, it's probably time for a truck roll to resolve the situation.

I took off the cover to the phone jack and guess what? It's not even connected! I connected the wires to the plastic piece by color and it still didn't work. I don't know crap about electrical work so I'm still looking online for an answer to see if I'm doing this wrong or what.
