[Speed Problem] Slow performance with Static IPs

We have a server set up with DSL and a static IP near Asheville, NC that has always experienced very slow connection speeds. Tech came out; there are no line problems; installed a new netopia; using his laptop he was able to verify that internet access via dial up was great but things slowed down dramatically as soon as he switched back to the netopia and static ips. Poor guy called in and checked and reset the netopia four times with tech support (up to level two support) before giving up after 3 hours. They only give these guys one Netopia when they send them out so we weren't able to try another one. Looks like I'm going to have to do everything I can on my end to resolve this because AT&T's tech support is a bit weak. Any suggestions on how to proceed with this? Anyone have a similar experience that managed to get resolved? (Note: We have AT&T DSL with static IPs in Raleigh that seem to work just fine.)

Have you tried mtu an rwin tweaking?

Nope, I wasn't that concerned about these settings because the speed was slow whether we used the server, a desktop, or the AT&T tech's laptop; but I may play around with these settings on the server the next time I get out there.
